இன்றைய பேரவைக்கூட்டம் மாவட்ட தலைவர் தோழர் சம்மனசு தலைமையில் 1030 மணியளவில் துவங்கியது. தோழர் ஜெயக்குமார் அனைவரையும் வரவேற்றார். இடைப்பட்ட காலத்தில் காலமான நமது சங்க உறுப்பினர்கள், அவர்தம் உறவினர்கள், அரசியல், விளையாட்டு, கலைத்துறை பிரமுகர்களுக்கு தோழர் கோமதி சங்கர் அஞ்சலி நிகழ்த்தினார்.

நமது தலைமை உரையில் BSNL ன் இன்றைய நிலை, நிகழ்கால பிரச்சினைகள் சாதாரண மக்கள் சந்திக்கும் இன்னல்கள் பற்றியும், நமது மாவட்ட சங்கத்தின் அலுவல் பணிகள் பற்றியும் விரிவாக கூறினார்.

மாவட்ட இணை செயலர் தோழர் கணபதி மூன்று கட்ட போராட்டங்களில் கலந்து கொண்டவர்களுக்கு நன்றி கூறி தமது உரையில் ஓய்வூதிய மாற்றம் குறித்து நமது அகில இந்திய சங்கம் எடுத்த முயற்சிகள் நடைபெற்ற பேச்சுவார்த்தைகள், சம்பாண் மாற்றம், குறித்த காலத்தில் வாழ்நாள் சான்றிதழ் வழங்க வேண்டியதின் அவசியம்,CGHS மாற்றம், நிலுவையில் உள்ள மெடிக்கல் அலவன்ஸ், தபால் அலுவலகத்தில் ஓய்வூதியம் பெறுபவர்களின் சம்பாண் மாற்றம் வருமான வரி தாக்கல் செய்ய உள்ள Option பற்றி விரிவாக எடுத்துரைத்தார். 26-08-2023 அன்று நடைபெற உள்ள அடுத்த பேரவைக்கூட்டத்தில் அதிக உறுப்பினர்கள் பங்கேற்க வேண்டுகோள் விடுத்தார்.

அகில இந்திய துணைப் பொதுச் செயலாளர் தோழர் ஜெயராமன் அவர்கள் தமது சிறப்புரையில் ஓய்வூதிய மாற்றத்திற்கு 7th CPC fitment அடிப்படையில் நமது சங்கம் வைத்த கோரிக்கையின் நியாயம், மூன்று கட்ட போராட்டங்களுக்கு பின்னர் DOT இலாகா எடுத்த நிலை பற்றியும், ஊழியர்கள் மற்றும் ஓய்வூதியர் பிரச்சினைகளில் இன்றைய அரசாங்கத்தின் தவறான அணுகுமுறை அதன் காரணமாக ஏற்பட்டுள்ள தேக்க நிலை பற்றியும் விரிவாக கூறினார். மேலும் OROP பிரச்சினையில் தேர்தலுக்கு முன்னும் பின்னும் அரசாங்கம் எடுத்த பிற்போக்கான நிலை பற்றியும், ஓய்வூதிய மாற்றம் குறித்து நமது சங்கத்தால் போடப்பட்ட வழக்கின் தன்மை, CGHS திட்டம், அதாலத் பற்றியும் விரிவாக எடுத்துரைத்தார். உறுப்பினர் எண்ணிக்கை உயர்த்தப்பட வேண்டிய அவசியம் பற்றியும் கூறினார்.

மத்திய மாநில உள்ளாட்சி மற்றும் பொதுத்துறை ஓய்வூதியர் கூட்டமைப்பின் ஒருங்கிணைப்பாளர் தோழர் சண்முகசுந்தரராஜ் தமது உரையில் பழைய ஓய்வூதிய திட்டத்தின் அவசியம், கம்யூடேஷன் காலம் குறைக்கப்பட வேண்டியதின் அவசியம், பாராளுமன்ற நிலைக்குழு சிபாரிசுகளை அமல் படுத்தாத மத்திய அரசின் பிற்போக்குதனம், BSNL,வங்கி ஓய்வூதிய மாற்றம் குறித்து பேசினார்.21-07-2023 அன்று நடைபெற உள்ள போராட்டத்திற்கு ஆதரவு வேண்டினார்.

நமது மாவட்ட சங்க நிர்வாகிகள் தோழர்கள் நயினார், மாசானம் மற்றும் தென்காசி செல்லப்பா விவாதங்களில் பங்கேற்றனர். 

தோழர் த. ஆவுடைநாயகம் நன்றி கூற பேரவைக்கூட்டம் நிறைவு பெற்றது.

இன்றைய நிகழ்வில் ஏறத்தாழ 250 உறுப்பினர்கள் பங்கேற்றனர்.

Delhi Visit

From Bhopal , we came to Delhi to meet the concerned authorities to pursue our pension revision demand and other pending issues.

Meeting with DDG (Est) : General Secretary Com V Vara Prasad and Vice-President Com P Gangadhara Rao met Smt Roshni Sohni DDG (Estt) DOT on 28-03-2023 and had a detailed discussion on pension revision issue.

Meeting with Member (Services) : Com V Vara Prasad GS, Com P Gangadhara Rao Vice-President, Com Anupam Kaul Dy GS met Member (Services) on 29-03-2023. When sought the appointment with Secretary Telecom, we were directed to meet the Member (Services).

We requested him for early settlement of our pension revision of BSNL/MTNL pensioners as per 7th CPC which would give a permanent solution. He mentioned that Final note would be ready early next month for the decision of Hon’ble MOC to forward to concerned departments before a cabinet note is submitted. We insisted for a clause/provision for future revision to be made which Member(services) agreed to examine.

We have also discussed the following issues :

• 1.Reduction of LPD in the case of Telecom Mechanics.
• 2.Implementation of CAT judgement of Madras CAT on Extra increment
• 3.Regularisation of officiating pay to be taken into account case of Sri Balasubrahmanyam etc.

We have submitted the letters on the above issues and Member (Services) assured that all these cases will be examined and suitable action will be taken.

Meeting with Director (Est) : We met Director (Est) Shri Raj Kumar and informed him that all the above mentioned cases are discussed with Member (Services) and requested him to process all the cases as these are pending for a long time. He promised to look into these issues.

Even though all the officers have assured us that our demand gets due examination , we are sceptical about the current status.

We understood that the officers who have to make a proposal for consideration by the top officers and Hon MoC are totally prejudiced. There is no change in their mindset. We witnessed the same when they convinced the Hon’ble MOC about zero percent fitment by presenting a selective power point presentation.

Even now, they are projecting that even without pension revision, BSNL/MTNL pensioners are getting nearly 140% more than C.G. pensioners who got 7th CPC benefit. We had to buttress this argument with certain facts. They have ignored the fact that before absorption, Executives were assured of a minimum monthly benefit of Rs.2500/- and Non-executives with a minimum monthly benefit of Rs.1500/- over & above CDA pay.

We understood that DoT may propose pension revision with 5 or 10% and try to get the approval of the top in the near future.

We are not very much particular about the quantum but we are particular about two aspects:

• 1)It should ensure solution for periodical pension revision every ten years.But we have an apprehension whether it can be ensured if 5 or 10% is approved.
• 2)There should not be any pension anomaly between pre & post-2017 retirees because pay revision is a mirage.

We have ensured that our concern about the justification of our demand are conveyed to the Secretary Telecom and we are hopeful that our demand will be considered with an open mind, and without prejudice. We shall wait and watch the developments. Next two/three months are crucial. Let us try our best till the end

 

 

STATUS OF OUR PENSION REVISION CASE IN PB CAT DELHI :

As informed by our Advocate Shri Gowtam Narayan, 

Our matter was taken up today and arguments were

 aAddressed by Mr Ghose Learned Senior Advocate. 

The bench was in agreement with the submissions made and observed 

as such as much to the respondents. However, since counsel for 

the DoT was unavailable, owing to some personal difficulty, 

the matter has been kept as ' part heard ' 

on 17 May 2023.

 Dear Comrade, Good afternoon . 

Today Circle Secretary had been to CCA office at Ethiraj Salai  to hand over the National Adalat Grievance points. Discussion with Joint CCA PENSION. 

 Jt.Cca told that for this Adalat strict guidelines have been given by CCA  to consider the grievances directly given by pensioners as the time gap is only one day. We told that as per notification, Authorisation can be  exercised by pensioner to Association. As such all the grievances are authorised by individual that CS can represent in Adalat.                            We also told that if this situation continues we have to resort to TU agitation and Requested her to inform CCA.             

2. Informed that most of the cases were not solved in 3rd March Adalat as reply not received from BSNL whereas reply already sent by BSNL. example quoted.  Agreed to consider.                          

3. A lot of FP Cases which are clear and straight, (SAMPANN Cases) are kept pending for more than 3months. Reply is that they were engaged in migration. Requested to interfere and solve it earlier. Jt CCA agreed to solve it.                               

4.Recollected the discussions held on 10th FEB with PCCA and the reply received from CCA OFFICE, which were against assurance.        Requested to reconsider the issue on Extra increment and LPD issues. Reiterated to settle the issue before the implementation of Pension Revision.  

Discussion with Jt.CCA PVA:-. 

1. This month Supplementary pension paid twice for more than 800 persons.

2. As the Pension Payment for March 2023 is to be processed now, some of the Pension payment for Feb to the  LC rejected pensioners as per the  latest orders of DOT could not be processed. Regular Pension for March will be paid to them on 1st April where as arrears of pension only as Supplementary payment. 

3.Decentralised rights on correction of Mobile no, Aadhar etc on SAMPANN by CCA office itself obtained from core group by JOINT CCA PVA. 

2.Grievances raised by the migrated Pensioners on mobile no, Correction, updation of Aadhar are cleared for more than  150 cases and all will be completed in two days. Individual has to check up.           

3.In future any such grievances exists, those may be brought to the notice of pension section by mail or post to dyccapension. Mail id .dyccapension.ccatn@nic.in.                                 

4.Informed him about non drawl of Pension/FP to Smt.Maruthambal even though PPO issued during Nov 2022. He agreed to settle it.              

5.Requested to migrate the Pension account of FP, Smt.Sagayarani PY as the FP is pending for several years.      

6.Almost 250  Bank Accounts of other state got migrated and rest will be completed by the Fortnight of April 2023.   

7.Requested to migrate the left out the bank in Tamilnadu also.     

General. Discussed with PRM, CDA Mapping Letter. All request received upto Feb are already   despatched. We informed  about Pending Erode cases and to give importance for Coimbatore requests.Thanking you . S.Sundarakrishnan CS

 Setting up of Grievance/Advisory Committee At Dispensary Level --- Modification issued by CGHS.

CGHS issues revised guidelines for setting up 

Local Advisory Committees for all Wellness Centres /

 Zonal Advisory committees at the level of AD CGHS

 throughout the country to ensure prompt redressal 

of grievances within the CGHS system.

 

PENSION REVISION

Dear comrades

Today (13/3/23) Com M K Bagchi, President, RTOWA and self met Member (Services) and discussed the issue of pension revision in detail.

Before that, Member (S) had a discussion with DDG (Estt) and Director (Estt) for nearly 45 minutes when we were waiting outside.

Member (S) informed us

1) After several corrections in the calculation DoT finance wing has sent the file to Establishment section.

2) Discussion may be held with Member (F) and Telecom secretary during this week.

3) After getting their opinion/clearance it would be discussed with Hon MoC depending upon his convenience and quantum will be decided as directed by him.

4) We told him that since there should be a mechanism for future pension revision and hence reiterated our demand of 7th CPC fitment factor.

5) He noted down the point of hassle free future pension revision.

This is for your information and at last file has come out of DoT finance. Let us hope for the best.
