ஸ்ரீ. சண்முகநாதன் தலைமையில் சென்னை பெசன்ட்நகர் நடைபெற்றது.
CGHS மருத்துவர்கள், ALL போஸ்டல், மத்தியஅரசு ஓய்வூ தியர்கள் SANGA பிரதிநிதிகள், ஹாஸ்பிடல் நிர்வாகம், லேப் பிரதிநிதிகள் கலந்து கொண்டனர்.
நமது ASSN. சார்பாக COMRADES, V. ராமராவ்,
K. MUTHIALU, விக்ட ர்ராஜ், L கிருஷ்ணமூர்த்தி, தோழியர். அனுராதா, சுந்தரகிருஷ்ணன் கலந்து கொண்டனர்.
CGHS டைரக்டர் ஸ்ரீ. சர்மா நியூடெல்லி வீடியோ கான்போரன்ஸ் மூலம் துவக்கி வைத்தார்.
1. கோவை WELLNESS CENTRE அனைத்து வேலைகளும் முடிந்து விட்டது. மத்திய சுகாதார அமைச்சர் அவர்கள் நேரடியாக துவங்கி வைக்க இருப்பதாகவும் மார்ச் மாதம் திறக்க ப்படும்.
2. ஹாஸ்பிடல் ரேட் ரெவிசன் விரைவில் வரும்.
3. Pending பில் பணம் பட்டுவாடா செயலில் உள்ளது.
இவை டைரக்டர் பேச்சின் முக்கிய அம்சம்.

1. தாம்பரம் wellness centre at chrompet bsnl location, BSNL PLAN வந்துவிட்டது. விரைவில் SANCTION கொடுத்து விடுவேன் என்றார்.
2.மீனம்பாக்கம் WELL CENTRE இட மாற்றம் RGMTTC க்கு PROPOSAL உள்ளது.
3. Triplicane and Royapuram wellness இணைக்கப்பட்டு பூக்கடை bsnl தொலை பேசி நிலையத்திற்கு மாற்றப்படும்.
4. Rate revision க்கு பின்னர் MIOT ஹாஸ்பிடல் உட்பட நிறைய ஹாஸ்பிடல் CGHS க்குள் வர வாயிப்புக்கள் உள்ளன.
5. காண்ட்ராக்ட் மூலம் ஸ்டாப் APPOINTMENT செய்யப்படுவார்கள் .

1ஏற்கனவே கூறியது போல் advisory committe மெம்பெர் நமது சங்கத்திற்கு allot செய்யவேண்டும்.
2. வார்டு upgradation உத்தரவு 2017 feb. முதல் அமுலுக்கு வந்துள்ளதால் பழைய கார்டு களுக்கு correction கொடுக்க வேண்டும் .என்று ADDL. DIRECTOR அவர்களிடம் கூறி இருக்கிறோம்.

Denial of benefit of fixation under FR22© for those executives who retired between July 2017 and May 2018.
Between 22nd & 25th March 2022 we visited Delhi
and we discussed this issue with Director (Estt) and explained as follows:-
The Executives who retired prior to July 2017 and those who retired after May 2018 got the benefit of increment one for lateral promotion and another for vertical promotion in the same scale of pay under FR22©.There was objection by audit and through court intervention got the benefit by giving an undertaking that it is subject to final verdict from the court.But the same benefit was denied to those retired in the in-between period of 10 months.This issue was discussed with Director (Estt.).He told that there should be uniformity and either all should get or all should not get.We told him that DoT cannot go against the judgement and the officials who retired during this 10 months period also should get it by giving a similar undertaking.He said that it is getting examined.
On 26/07/2022 again we discussed this issue with Director (Estt) during our visit.
He said that will be looked into.
DoT has issued the order on 20th February 2023 vide No.40-12/2004-Pen(ST)(pt) conceding our request. DoT took one year to issue this order. Anyway we thank DoT for removing the discrimination.

*Landmark Judgement of Hon' Supreme Court on Medical Reimbursement-
NEW DELHI: The Supreme Court on Friday said that a central government employee during service or after retirement can't be denied the reimbursement of bill merely on the ground that during a medical emergency he took treatment from a private hospital which is not in the list of the Central Government Health Scheme (CGHS) empanelled hospitals.
"The right to medical claim cannot be denied merely because the name of the hospital is not included in the Government Order", said the bench of Justice R.K.Agrawal and Justice Ashok Bhushan in their judgement.
Speaking for the bench, Justice Agrawal held: "Can it be said that taking treatment in Speciality Hospital by itself would deprive a person to claim reimbursement solely on the ground that the said Hospital is not included in the Government Order."
"The real test must be the factum of treatment. Before any medical claim is honoured, the authorities are bound to ensure as to whether the claimant had actually taken treatment and the factum of treatment is supported by records duly certified by Doctors/Hospitals concerned."
"Once, it is established, the claim cannot be denied on technical grounds", the court said.
It is a settled legal position that the employee during his lifetime in service or after his retirement is "entitled to get the benefit of the medical facilities and no fetters can be placed on his rights “ the court said.
It further said that the speciality hospitals are established for treatment of specified ailments and services of doctors specialized in a discipline are availed by patients only to ensure proper, required and safe treatment.
The court also took note of "slow and tardy pace of disposal of MRC by the CGHS in case of pensioner beneficiaries and the unnecessary harassment meted out to pensioners who are senior citizens, affecting them mentally, physicallyand financially...."
Directing that all such claims "shall be attended by a Secretary-level High Powered Committee in the concerned Ministry which shall meet every month for quick disposal of such cases", the court said: "We are of the opinion that after submitting the relevant papers for claim by a pensioner, the same shall be reimbursed within a period of one month."
It also directed the setting up of "Committee for grievance redressal of the retired pensioners consisting of Special Directorate General, Directorate General, 2 (two) Additional Directors and a specialist in the field which shall ensure timely and hassle-free disposal of the claims within a period of seven days."
"We further direct the concerned Ministry to take steps to form the Committee as expeditiously as possible," the court said.
The court order came on a petition by a retired central government official who had taken treatment from two private hospitals and sought the reimbursement of medical bills.
The government had initially refused to reimburse the bill saying that implant of CRT-D device was not required.
The court said: "It is acceptable to common sense, that ultimate decision as to how a patient should be treated vests only with the doctor, who is well versed and expert both on academic qualification and experience gained. 1. TT தோழர்கள் LM பதவியில் பெற்ற ஒரு ஆண்டு உயர்வுத்தொகை வெட்டு குறித்து விரிவாக விவாதிக்கப்பட்டது. இறுதியில் டெல்லி DOT தலைமை அலுவலகத்திற்கு விளக்கம் கேட்பது என்று முடிவு செய்யப்பட்டுள்ளது.
2. EXTRA INCREMENT – கூடுதல் ஆண்டு உயர்வுத்தொகை வெட்டு விரிவாக விவாதிக்கப்பட்டது. நமக்கு சாதகமாக நீதிமன்றம் தீர்ப்பு வழங்கிய பின்னும் பிரச்சினை தீர்க்கப்படாதது குறித்து நமது ஆழ்ந்த வருத்தம் பதிவு செய்யப்பட்டது. DOT இப்பிரச்சினையில் மேல்முறையீடு செய்யவில்லை என்றால் நிச்சயமாக இப்பிரச்சினையை ஓய்வூதியர்களுக்கு சாதகமாக தீர்க்கப்படும் என்று உறுதி அளிக்கப்பட்டுள்ளது.
3. EPP என்னும் அதிகாரிகளின் பதவி உயர்வுத் திட்டத்திற்கு விருப்பம் தெரிவிக்காத அதிகாரிகளின் தற்காலிகப் பதவிக் காலத்தில் OFFICIATING PERIOD வழங்கப்பட்ட உயர்வுத்தொகையை ஓய்வூதியத்திற்கு அனுமதிப்பது பற்றி விரைந்து முடிவெடுக்கப்படும்.
4. மதுரையில் நடைபெறவுள்ள அதாலத் – குறைதீர்ப்பு மன்றக்கூட்டத்தில்..
