நமது மாவட்ட சங்கம் சார்பாக ஓய்வூதியர் தின கூட்டம் பாளை சுபம் மண்டபத்தில் மாவட்ட தலைவர் தோழர் சம்மனசு தலைமையில் துவங்கியது. நமது மாவட்ட சங்கத்தின் ஆலோசகர்  மூத்த தோழர் T.ஆவுடைநாயகம் வரவேற்புரை நல்கினார். தொடர்ந்து தோழர் கோமதி சங்கர் அஞ்சலி உரை நிகழ்த்தினார். தோழர் சம்மனசு தமது தலைமை உரையில் இன்றைய ஓய்வூதியர் தின முக்கியத்துவம் பற்றியும் நமது மாவட்ட சங்கத்தின் நிகழ்வுகள், மாநில சங்க செயல்பாடுகள் பற்றியும் கூறினார். ஓய்வூதிய மாற்றம் கோரிக்கை வைத்து 19.12.2022 அன்று நடைபெற உள்ள கவன ஈர்ப்பு ஆர்ப்பாட்டத்தில் கலந்து கொள்ள வேண்டிய அவசியம் பற்றியும் கூறினார். தமது சிறப்புரையில் சிறப்பு அழைப்பாளரும் மாநில செயலருமான தோழர் S. சுந்தரகிருஷ்ணன் சமிபத்தில் நடந்து முடிந்த அகில இந்திய மாநாட்டு நிகழ்வுகள் பற்றியும் BSNL ஊதியம் மாற்றம் இல்லாமல் ஓய்வூதிய மாற்றத்திற்கான அவசியம் பற்றியும் நமது fitment கோரிக்கைகளின் பின்னணி,  வரவிருக்கும் போராட்டங்கள் பற்றியும் விரிவாக எடுத்துரைத்தார். மேலும் மெடிக்கல் பில்கள் பட்டுவாடா செய்ய மாநில சங்கம் எடுத்த முயற்சிகள், நமது மாவட்ட சங்கத்தின் சார்பில் மாநில மட்டத்தில் எடுக்கப்பட்ட பிரச்சினைகள், வங்கி - சம்பாண் ஓய்வூதிய மாறுதல், FMA வழங்கப்படுவதில் ஏற்பட்டுள்ள தாமதம், CGHS திட்டத்திற்கு ஓய்வூதியர்களின் மாற்றம் குறித்து விளக்கி பேசினார். பின்னர் 70,80 வயது பூர்த்தி ஆன நமது சங்க ஓய்வூதியர்களை மாநில செயலர் மற்றும் மாவட்ட சங்க நிர்வாகிகள் கௌரவித்தது பாராட்டினர். தோழர் E. கனகராஜ் 19.12.2022ல் நடைபெறவிருக்கும் ஆர்பாட்டத்தில் திரளாக கலந்து கொள்ள வேண்டுகோள் விடுத்தார்.

நிர்வாக தரப்பில் DGM (Admin) திரு வீராசாமி, IFA திரு கண்ணன் இருவரும் கலந்து கொண்டனர்.

ஓய்வு பெற்ற அதிகாரிகள் மற்றும் ஊழியர்கள் சுமார் 350 பேர் கலந்து கொண்ட இன்றைய கூட்டம் மாவட்ட செயலாளர் தோழர் பரமசிவன்  19.12.2022 அன்றைய போராட்டம் வெற்றி பெற வேண்டும் என்ற  வேண்டுகோளுடன் நன்றி கூற கூட்டம் நிறைவு பெற்றது.

 அன்புள்ள தோழர்களே,

நமதுஹூப்ளி   மாவட்ட அமைப்புச் செயலாளர், ஓய்வுபெற்ற டிஜிஎம், ஸ்ரீ என் கே கந்திக்வாட் அவர்களின் உதவியுடன், மாண்புமிகு நாடாளுமன்ற விவகாரங்கள் துறை அமைச்சர் ஸ்ரீ பிரகலாத் ஜோஷி ஜி அவர்களை
13.12.2022 நாடாளுமன்றத்தில் சந்தித்து, ஓய்வூதியத் திருத்தப் பிரச்சனைக்குத் தீர்வு காண உதவி கோரினார். எங்களின் வருகை குறித்து MoC-யிடம் ஏற்கனவே தெரிவித்திருப்பதாகவும், ரயில் பவனில் சென்று சந்திக்கும்படியும் கேட்டுக் கொண்டார்.

அதன்படி  1900 மணிக்கு.

நாங்கள்  ஸ்ரீ அஸ்வினி வைஷ்ணவ்ஜி அவர்களை சந்தித்து இணைக்கப்பட்ட கடிதத்தை அவரிடம் கொடுத்தோம். ஓய்வூதியத் திருத்தத்தை ஊதியத் திருத்தத்தில் இருந்து விலக்குவதற்கான முடிவை எடுத்ததற்காக அவருக்கு நன்றி தெரிவித்தோம். எங்கள் கோரிக்கைக்கான நியாயத்தை விளக்கி, 7வது CPC ஃபிட்மென்ட் காரணிக்காக அவரது தலையீட்டைக் கோரினோம்.

ஆய்வு செய்வதாக உறுதியளித்தார்.

நாங்கள் DDG (Estt) ஐச் சந்தித்து பின்வரும் சிக்கல்களைப் பற்றி விவாதித்தோம்
1) தமிழகத்தில் உள்ள சுமார் 600 ஓய்வூதியர்களுக்கு கூடுதல் INCREMENT குறித்த மெட்ராஸ் CAT தீர்ப்பை அமல்படுத்துதல்.

2) தமிழ்நாடு, சென்னை டெலிபோன்கள் மற்றும் ஆந்திரா சர்க்கிள்களில் காலியாக உள்ள போன் மெக்கானிக் கேடரில் பணியிடங்கள் இல்லாததால் பயிற்சி முடிந்து உடனடியாக பதவி கிடைக்காத L M ஸ்கேலில் இடம் பெற்ற டெலிகாம் மெக்கானிக்களுக்கு ,

சிக்கல்கள் பற்றிய விரிவான 
விவாதத்திற்குப் பிறகு, 
DDG Estt எங்கள் கடைசியாக எழுதப்பட்ட கடிதத்தை
மின்னஞ்சல் மூலம் அனுப்ப 
விரும்பினார், மேலும் அவர் அதை
மீண்டும் பார்க்க 
ஒப்புக்கொண்டார்.

ஓய்வூதியத் திருத்தம்

சிறிது நேரம் உரையாடிய பிறகு, 
அவர்கள் நிதி தாக்கங்களைக் கேட்டதாகக் கூறினார். ஓய்வூதியத் துறையின் பரிசீலனைக்கு 2.515 ஃபிட்மென்ட் ஃபார்முலாவின் முன்மொழிவை DoT அனுப்பவில்லை என்றும், கூறியபடி அந்தத் துறை அதை நிராகரிக்கும் சந்தர்ப்பம் இல்லை என்றும் நாங்கள் அவரிடம் கூறினோம்.
 ஓய்வூதியத் துறைக்கு முன்மொழிவை அனுப்பி, அவர்கள் தங்கள் கருத்தை தெரிவிக்குமாறு நாங்கள் வலியுறுத்தியபோது,
டெலிகாம் செயலாளர் உட்பட DOT உயர் அதிகாரிகளின் கருத்தை தான் எடுக்க வேண்டும் என்று அவர் கூறினார்.

 உறுப்பினர் (எஸ்) உடனான சந்திப்பு.

 பின்னர் உறுப்பினரையும் (எஸ்) சந்தித்தோம். CGCA இலிருந்து 0%, 5%, 10% மற்றும் 15%க்கான நிதி தாக்கங்களைக் கேட்டுள்ளதாக அவர்
கூறினார். மேலும், 
பிஎஸ்என்எல் நிறுவனத்தால்
 ஊதிய திருத்தம் தொடர்பாக 
உடன்பாடு எட்ட 
முடியாவிட்டாலும்,
non executive 
அல்லாதவர்களுக்கு 
ஊதிய விகிதத்தை 
அனுப்பியுள்ளதாகவும் அவர்
கூறினார்.
 பின்னர் நாங்கள் மாண்புமிகு MoC உடனான சந்திப்பைப் பற்றி அவரிடம் கூறி ஒரு நகலை வழங்கினோம்.
அந்த முன்மொழிவை பரிசீலிப்பதாக அவர் கூறினார்.

 ஐடி அறிவிப்புகள்.

 DOT காலத்தின் லீவ் என்காஷ்மென்ட்டிற்காக எங்கள் உறுப்பினர்களால் பெறப்பட்ட IT அறிவிப்புகள் தொடர்பாக இயக்குநர் (கணக்குகள்) ஸ்ரீ அதுல் பொக்ரியாலைச் சந்தித்தோம். செயலாளர், வருவாய்த் துறை, MOF மற்றும் இயக்குநர் (HQ) , CBDT ஆகியோருடன் நாங்கள் செய்த கடிதப் பரிமாற்றத்தை அவர் விரும்பினார். உடனே அவருக்கு சப்ளை செய்தோம்.
சம்பந்தப்பட்ட அதிகாரிகளிடம் நடவடிக்கை
எடுப்பதாக உறுதியளித்தார்.

 வழக்கறிஞருடன் சந்திப்பு.

 நாங்கள்  வழக்கறிஞரை சந்தித்து பிப்ரவரி 6-ம் தேதி வழக்கு விசாரணைக்கு வருவதை உறுதி
 செய்யுமாறு கேட்டுக் கொண்டோம்.
 அதற்கான முழு முயற்சி எடுக்கப்படும் என்றார்.

நாடு தழுவிய ஆர்ப்பாட்டம்

BSNL  /  MTNL ஓய்வூதி யர்களுக்கு 7 வது ஊதியக்குழு அடிப்படையில் ஓய்வூதிய மாற்றம் வேண்டி 

கடந்த 5 ஆண்டுகளாக அமைச்சர்களுடனும், 

நிர்வாகத்துடனும் பல கட்ட பேச்சு வார்த்தைக்குப் 

பின்பும் எந்த வித முன்னேற்றமும் ஏற்படாத காரணத்தால் 

19.12.2022 அன்று நாடு தழுவிய ஆர்ப்பாட்டம் நடத்த மத்திய சங்கங்கள் அறைகூவல் விடுத்துள்ளது. 

அதனால் நமது மாவட்ட சங்கமும் அன்று காலை 1000மணிக்கு

 GM BSNL அலுவலக வளாகத்தில் ஆர்ப்பாட்டம் நடத்த 

முடிவெடுத்துள்ளது.. 

அதனால் நமது சங்க உறுப்பினர்கள் திறளாக வந்து

 ஆர்ப்பாட்டம் வெற்றி பெற ஒத்துழைக்கும் படி 

நமது மாவட்ட சங்கம் வேண்டுகோள் விடுக்கிறது.

Dear comrades ,

With the help of our Hubli District Organising Secretary,  retired DGM, Shri N K Gandigwad, met Hon’ble  Parliamentary Affairs Minister Shri Pralhad Joshi ji in parliament on 13th and requested his help to resolve the Pension Revision issue.  He told that he has already told MoC about our visit and asked us to go and meet him in Rail Bhavan.

Accordingly his PA fixed the meeting at 1900 hours.

 MEETING WITH  MOC

We met Hon’ble MoC Shri Ashwini Vaishnawji and handed over the attached letter to him. We thanked him for taking a decision to delink Pension Revision from Pay Revision.  We explained the justification for our demand and requested his intervention for 7th CPC fitment factor.

He assured that he will get it examined.

The delegation consists of Com D Gopalakrishnan, myself,   Com Gangadhara Rao   and Com. M K Bagchi, President RTOWA Delhi.

 14th December 2022 .

We met DDG (Estt) and discussed the following issues

1) Implementation of Madras CAT judgement on extra increment to about 600 Pensioners in Tamilnadu.

2) Reduction of last pay drawn to Telecom Mechanics who were placed in LM scale who did not get posting immediately after training due to want of vacancies in phone mechanic cadre pertaining to Tamilnadu , Chennai Telephones and Andhra Circles.

After detailed discussion on both the above issues, DDG Estt wanted us to forward our last written letter by email and she has agreed to relook at it afresh.

 PENSION REVISION ISSUE

 After interaction for some time she told that they have asked for financial implications. We told her that DoT has not sent the proposal of 2.515 fitment formula for pension department 's consideration and there was no occasion for that department to reject it as claimed. When we insisted to send the proposal to pension department and let them give their opinion ,  

she said that she has to take the opinion of DOT higher officers including Secretary Telecom.

 MEETING WITH  MEMBER (S ).

 Later we met Member (S) also. He told that they have asked the financial implications for 0% , 5%, 10% and 15% from CGCA. He also told that BSNL though could not reach an agreement on pay revision , they have sent a pay scale for Non-executives.  Then we told him about our meeting with Hon’ble MoC and handed over a copy. 

He said that he will examine the proposal.

 IT NOTICES .

 We met  Sri Atul Pokhriyal, Director (Accounts)  regarding I T notices being received by our  members for Leave Encashment of DOT  period.  He wanted the  correspondence we made with  Secretary,  Revenue Department,  MOF and  Director ( HQ ) , CBDT . Immediately we supplied to him.  

He  assured to take up with  concerned officials.

 MEETING WITH LAWYER .

 We met our  Advocate and requested him to ensure  that on 6th February 23 the case is heard. He told that all-out efforts will be taken for that.

Though our case was listed under item Bo 41 since our senior counsel mentioned , it came up for hearing today. Government Lawyer was also present.

Our senior counsel placed a few points before the Division Bench and the judges directed both the parties to submit a synopsis and it will further be heard on 6-2-2023

 Dear comrades

I thank all the delegates of our AIC held 

on 2nd and 3rd December 22

 at Visakhapatnam for electing me 

as GS unanimously of this mighty organization. 

I shall honestly discharge my duties and responsibilities 

which is expected of me.

I appeal to all throughout the country to effectively

 implement the agitational programmes in coordination 

with other like minded associations and thereafter

 send the report to me promptly.

CWC held on 1/12/22 at Visakhapatnam unanimously

 decided to allot the timing for each circle based on 

membership for discussion by the delegates. 

Freedom was given to circle secretaries to give the

 names of speakers.

After hearing the delegates, 4th Triennial AIC unanimously

 passed a resolution on

 pension revision clearly spelling out our stand.

I earnestly appeal to all particularly the office bearers at all

 levels to speak in one voice to take the message to our members

 throughout the country.
