Voluntary Group Term Insurance Scheme for BSNL Employees (Non-Executive)

GROUP TERM INSURANCE எனப்படும் குறிப்பிட்ட காலவரையறைக்கான குழுக்காப்பீடு BSNL அதிகாரிகளுக்கு அமுல்படுத்தப்பட்டிருந்தது. அந்த காப்பீட்டுத்திட்டம் ஊழியர்களுக்கும் விரிவுபடுத்தப்பட வேண்டும் என்று சங்கங்களால் கோரிக்கை எழுப்பப்பட்டது. அதனடிப்படையில் ஆயுள் காப்பீட்டு நிறுவனமான LICயுடன் பேச்சுவார்த்தை நடைபெற்று தற்போது உடன்பாடு எட்டப்பட்டுள்ளது.

· BSNL ஊழியர்கள் அனைவரிடமும் விருப்பம் கேட்கப்பட்டு திட்டம் அமுல்படுத்தப்படும்.

· ஆயுள் காப்பீட்டுத்திட்டம் தனிநபர் விருப்பத்தைப் பொறுத்தது. கட்டாயமில்லை.

· ஆயுள் காப்பீட்டுத்தொகை ரூ. 20 லட்சம்

· கால அளவு : ஓய்வு பெறும் வயதை அடையும் வரை

· Premium தொகை

1. 50 வயதிற்குட்பட்டவர்களுக்கு ஆண்டிற்கு ரூ.3776/= ( GST உட்பட )

2. 50 வயதிற்கு மேற்பட்டவர்களுக்கு ஆண்டிற்கு ரூ.18172/= ( GST உட்பட )

· ஆண்டிற்கு ஒருமுறை சம்பளத்தில் பிடிக்கப்பட்டு LIC நிறுவனத்திற்கு Premium தொகை செலுத்தப்படும்

வழிகாட்டு நெறிமுறைகள்

· காப்பீட்டுத்திட்டம் நடைமுறைக்கு வரும் நாள் : 01.03.2021

· 01.03.2021 அன்று பணியில் உள்ள BSNL ஊழியர்கள் (Non-Executives) அனைவரும் இத்திட்டத்தில் இணைய தகுதியுள்ளவர்கள் ஆவர்.

· திட்டத்தில் இணைய ESS Portalல் வழியாக ஊழியர்கள் தங்களது விருப்பத்தை தெரிவிக்க வேண்டும்.

· திட்டத்தில் இணைய விரும்பும் ஊழியர்கள் 01.02.2021 முதல் 15.02.2021 அன்று மாலை 05 மணி வரை தங்களது விண்ணப்பத்தை தெரிவிக்கலாம். இணைய வழியாகவே தங்களது விருப்பத்தை தெரிவிக்க வேண்டும்.அதுவே இறுதியானது மற்றும் தகுதியானது. எழுத்து மூலமாக விண்ணப்பிக்க முடியாது. விண்ணப்பத்தை திரும்ப பெற்றுக் கொள்ளவும் வாய்ப்பளிக்கப்படுகிறது.

· திட்டத்தில் இணைய விரும்பும் ஊழியர்கள் ESS Portalல் “ I WISH TO JOIN “ என்ற பட்டனை அழுத்துவதன் மூலம் திட்டத்தில் இணைந்து கொள்ளலாம்.

· அதுபோல திட்டத்தில் இணைந்த ஊழியர்கள் தங்களது விருப்பத்தை விலக்கிக் கொள்ள விரும்பினால் 16.02.2021 முதல் 18.02.2021 வரை ESS Portalல் “ I WISH TO WITHDRAW “என்ற பட்டனை அழுத்துவதன் மூலம் தங்களது விருப்பத்தை திரும்ப பெற்றுக் கொள்ளலாம்.

· ஊழியர்கள் தங்களது விருப்ப மனுவை தேவைப்படின் அச்சுப்பிரதி எடுத்து வைத்துக் கொள்ளலாம். விருப்ப மனுவில் எங்கும் கையெழுத்திடவோ மேலதிகாரியிடம் சமர்ப்பிக்கவோ தேவையில்லை.

· திட்டத்திற்கான பிரிமியத் தொகை வரும் பிப்ரவரி-2021 சம்பளத்திலிருந்து பிடித்தம் செய்யப்படும்.அதன்பின் எவ்வித பிடித்தங்களுக்கும் அனுமதி கிடையாது. எந்த சூழ்நிலையிலும் ஊழியர்களின் விலகல் கோரிக்கைகளோ, பிடித்தம் செய்யப்பட்ட பிரிமியம் தொகையினை திரும்பக் கோறும் கோரிக்கைகளோ அனுமதிக்கப்படாது.

· ஒருவேளை, ஊழியர் ஒருவர் தனது விருப்பத்தை தெரிவித்து பிரிமியத்தொகையும் பிப்ரவரி-2021 சம்பளத்திலிருந்து பிடித்தம் செய்யப்பட்ட பிறகு அவர் 01.04.2021க்கு முன்னால் தனது பதவியை ராஜினாமா செய்திருந்தாலோ, ஓய்வு பெற்றிருந்தாலோ அல்லது இறக்க நேர்ந்தாலோ அவர் நடப்பு ஆண்டில் காப்பிட்டுத்திட்டத்தின் கீழ் வரமாட்டார். இத்தகைய நிகழ்வுகள் உடனடியாக மேலதிகாரிகளுக்கு தெரிவிக்கப்படவேண்டும். அவரிடம் பிடித்தம் செய்யப்பட்ட பிரிமியத் தொகை தொடர் நடவடிக்கைகளுக்குப் பிறகு திருப்பித் தரப்படும்.

· அனைத்து ஊழியர்களும் திட்ட ஆவணங்களை முழுவதுமாக ஆராய்ந்து தெளிந்து திட்டத்திற்கு விருப்பம் தெரிவிக்க கேட்டுக் கொள்ளப்படுகிறார்கள். திட்ட ஆவணங்கள் Intranet தளத்தில் தனியாக வெளியிடப்படும்.

 PENSION ANOMALY CASE.

Regarding Pension Anomaly case, after the Delhi high court judgement, DOT moved the file to Pension Department for its approval.  Pension Department took a positive decision but put the rider to seek the approval from Expenditure Department.  Expenditure Department wanted to know whether there is any ground for appeal.  Accordingly the file was sent to Department of Law and Justice.  Now that department has given its opinion that it is a weak case for appeal.  So all the hurdles are over.  It is presumed that the opinion of Law and Justice department will be sent to DOE.  After its clearance  DOT will have to issue the order.

 Let us hope to get the final order by next month.

JTO officiating pay fixation cases orders released by Circle office.

This case was taken up by us vide our above letter.

and pursued it .

 

Now CCA office has started sanctioning pension through SAMPANN for JANUARY 2020 VRS OPTEES since February/March 2020 and EPPOs  were issued approximately for 200 Pensioners. Subsequently  due to corona lock down, the   process of Pension was slowed down and Sanction of pension was given priority. CCA Office has sent soft copy of EPPOs   and it was decided that individual has to take the printout. It was a decision for all those who retired on Superannuation during 2020.

We were not able to  have a direct meeting with the Officers of CCA Office. On 05.11.2020 our CS com R.Venkatachalam  and com V.Ramarao CP had a meeting with CCA and Jt. CCA at R.K.Nagar. During the meeting they insisted for issue of hard copies of signed PPO . CCA  told that more than 8000 PPOs are to be printed and due to shortage  of staff, they have a plan to engage external agency for printing of PPOs and accordingly  Tender process is in progress.  On 15.12.2020 RV CS and S. Sundarakrishnan , ACS/DS STR met Jt.CCA  and AO Pension and  discussed various issues. During that time also we  emphasized the necessity of the issue of hard copies of EPPOs .They told that decision has been finalized and the work of printing will commence by January 2021 and EPPO  will be despatched within a couple of months. The same was told in the recently held virtual  Adalat also.

 RULE  32 CCS ஓய்வூதிய விதிகள் 1972

மேற்கண்ட ஓய்வூதிய விதியின்படி

மத்திய அரசுப்பணியில் 25 ஆண்டுகள் சேவை 

முடித்த அல்லது ஓய்வு பெறுவதற்கு இன்னும் 5 

ஆண்டுகள் மட்டுமே சேவை உள்ள ஊழியர்களின்

 சேவைக்காலம் சரிபார்க்கப்பட்டு 

அவர்களுக்கு FORM 24 என்னும் படிவத்தில் 

அவர்களது சேவைக்காலம் பற்றிய குறிப்பு 

தெரிவிக்கப்பட வேண்டும். பல இடங்களில் இந்த

 நடைமுறை பின்பற்றப்படாமல் இருந்தது.

தற்போது BSNLலில் 58 வயதைக் கடந்த 

ஊழியர்களின் சேவைக்குறிப்பேட்டை ஆய்வு 

செய்து அவர்களின் சேவைக்காலம் மற்றும் 

சம்பள நிர்ணயங்களை சரிபார்த்திடக்கோரி DOT 

கடிதம் அனுப்பியுள்ளது. சம்பந்தப்பட்ட CCA 

அலுவலகங்கள் 3 மாத காலத்திற்குள் மேற்கண்ட 

பணியினை செய்து முடிக்க 

அறிவுறுத்தப்பட்டுள்ளது.

  As you are aware our OA was listed as item 13. We have been granted two weeks time to file our rejoinder to the reply filed by respondent no’s 1-3. The tribunal has also issued notice on our MA seeking impleadment of BSNL as respondent no. 4. Counsel for Bsnl who was present during the hearing accepted notice of the application. The matter has now been adjourned to 8th March 2021.
